China Lithium Battery Transport Exemption Pilot Launched

On November 13, a launch ceremony in Yibin, Sichuan, marked the formal start of a pilot program granting conditional exemption for lithium batteries in general cargo transportation. CATL has emerged as China's first pilot enterprise to secure this road transport exemption, achieving a critical milestone by shifting its power and energy storage lithium-ion batteries from "special supervision" to "safety exemption," signaling a new phase for the nation's new energy infrastructure.

Amid rapid expansion in the new energy vehicle and energy storage sectors, establishing a secure and efficient transport system for power lithium batteries has become vital to bolstering national transportation capacity. As the country's inaugural pilot in this domain, CATL has not only resolved transport capacity shortages but also driven significant cost reductions and efficiency gains across the supply chain, creating an innovative model replicable for the industry.

High safety standards were pivotal to CATL obtaining the exemption qualification. The company has built a multi-layered safety framework encompassing material selection, development, design, advanced intelligent manufacturing, and empirical testing. Its battery cells maintain an industry-leading safety failure rate at the parts-per-billion level. All CATL battery variants have fully passed updated national standard tests, alongside the UN38.3 transportation safety test required for hazardous goods and thermal stability assessments for lithium-ion battery road transport.

The reclassification from "specially supervised products" to "exempt products" represents not just a shift in transport methods but an elevation in the industry's grasp of battery safety. Through leading safety technologies, CATL has unlocked breakthroughs in both railway and road transport efficiency, setting new benchmarks and norms for lithium-ion battery safety in logistics.
