Sungrow Powers Sierra Leone’s Landmark Solar-Storage Project

Sungrow, a globally recognized provider of PV inverters and energy storage systems, has officially commissioned the RESPITE Solar-plus-Storage Project in Sierra Leone—the country’s first major utility-scale power generation facility to reach completion and grid connection in nearly ten years. The installation includes 35MWh of total storage capacity across eight units of Sungrow’s PowerTitan Series ESS.

Sierra Leone ranks among the nations with the world’s lowest electricity access rates, plagued for years by inadequate power infrastructure and chronically unreliable supply. The national grid depends on a single 161kV transmission line rated at 70MW, which links the Bumbuna Hydropower Plant to the distribution network serving Freetown, the capital. Of the roughly 172,000 registered electricity customers nationwide, 90% are concentrated in Freetown, leaving vast swaths of the country with little to no reliable power. Only five of the 16 regional capitals receive even partial electricity—largely from diesel generators and small hydro units—while rural electrification remains severely constrained.

The RESPITE project, backed by the World Bank, marks a pivotal milestone in Sierra Leone’s power sector development, standing as the first large-scale national generation project commissioned in nearly a decade. Like many energy initiatives in low-income countries, it encountered structural hurdles: weak grid infrastructure, limited household affordability, and marginal commercial viability that made commercial financing difficult to secure. By deploying Sungrow’s bankable technology—with established reliability in both storage and inverter systems—the project team overcame these financing barriers and secured the confidence of the World Bank.

According to World Bank projections, once fully operational, the facility is expected to raise Sierra Leone’s national electricity access rate from 16% to 36%, dramatically improving power availability for households, schools, clinics, and commercial and industrial users.

Operating within one of the world’s most demanding grid environments—characterized by a fragile national network and daily outages that can stretch to 18 hours—the RESPITE project demanded robust technical solutions. Sungrow leveraged the PowerTitan’s advanced black-start and autonomous off-grid functionality, allowing the team to shift from grid-tied commissioning to isolated island-mode operation. The system’s black-start capability enables automatic transition to microgrid mode without external grid support, using solar generation to sustain on-site loads and create a stable electrical baseline for commissioning activities.

To fast-track delivery, Sungrow mobilized its global operational know-how and proven deployment track record, establishing a rapid-execution framework:

  • Pre-installation and pre-commissioning: The integrated, modular design of the PowerTitan Series enables full system commissioning to be completed before equipment arrives on site, cutting on-site construction time by 50% and accelerating overall project timelines.

  • Global coordination and 24/7 support: Sungrow assembled a multi-regional expert support network that operates around the clock, overcoming time-zone differences and ensuring technical issues receive professional assessment within two hours.

Backed by standardized emergency protocols and a worldwide spare-parts inventory, Sungrow delivered comprehensive support across installation, commissioning, and grid synchronization—providing reliable value for efficient execution and timely interconnection.
